ENQA accreditation is a phrase that appears in the profiles of some accrediting bodies, and it is easy to misread. The word suggests a university is accredited by ENQA, but that is not how ENQA works. This guide explains five facts about ENQA accreditation so you can read any claim precisely. It sits alongside our guides to INQAAHE accreditation and the international accreditation bodies directory.
Fact 1: ENQA Is a Membership Association, Not an Accreditor of Universities
ENQA stands for the European Association for Quality Assurance in Higher Education. It brings together quality assurance agencies, the organizations that carry out reviews and accreditation of universities in different countries. Its members are agencies, not universities.
That is why “ENQA accreditation” is imprecise. A university is not accredited by ENQA. Instead, an agency that reviews universities may be a member of ENQA. When you see the phrase, ask what the relationship actually is.
Fact 2: Full and Affiliate Membership Are Different
ENQA has different membership categories. Full membership generally requires that an agency has been externally reviewed against the European Standards and Guidelines for Quality Assurance in the European Higher Education Area, often called the ESG. Full members are normally agencies operating within the European Higher Education Area.
Affiliate membership is a separate category for agencies that are not in the full-member group, for example agencies outside the European Higher Education Area. Our research has noted agencies such as IKCA and AAC holding affiliate status, but you should confirm current status on enqa.eu because memberships change.
The practical point: full and affiliate are not interchangeable. Always check which one is claimed.
Fact 3: ENQA Is Not the Same as EQAR
A second European body is often confused with ENQA. The European Quality Assurance Register for Higher Education, EQAR, is a register of agencies that have demonstrated substantial compliance with the ESG. You can search it at eqar.eu.
ENQA membership and EQAR registration are separate. An agency may hold one, both or neither. Do not treat a mention of one as proof of the other.
Fact 4: What ENQA Accreditation Does Not Mean
ENQA accreditation claims should be read with limits in mind. An agency’s ENQA membership:
does not make a degree recognized by any government
does not guarantee acceptance by an employer or university
does not mean every institution that agency reviews meets any particular standard
does not replace national authorization of the institution
It is one piece of quality assurance evidence about an agency. It sits alongside state authorization, independent directories and your own purpose. For the wider recognition picture, see our guide to online degree international recognition.
Fact 5: You Can Verify ENQA Claims Yourself
Name the claim. Is it full membership, affiliate membership or something else?
Check ENQA’s member lists at enqa.eu.
Check EQAR at eqar.eu if registration is claimed.
Check an independent directory. The U.S. CHEA International Directory lists internationally operating accrediting bodies. A listing provides reference information about the body’s standing. It should not be read as government recognition by any country.
Check the institution’s authorization in its home jurisdiction.
Where ENQA Accreditation Claims Appear
Claims about ENQA accreditation often appear in the profiles of internationally operating accrediting bodies and of institutions that cite them. For a university where such a claim appears, ask which agency is involved, what membership type it holds, and whether the institution itself is authorized where it operates. Our guide to Kennedy University AUAP accreditation shows how we apply this approach to a specific profile.
